Context

Renovation at estate scale, under two clocks.

A social housing landlord is running two timetables at once. The tertiary decree applies to the administrative and collective buildings in the portfolio, with a measured reduction trajectory and annual declaration. Housing itself follows the energy-performance rules, whose thresholds progressively withdraw the worst-rated stock from letting.

The estate-scale question is therefore not which building to renovate first, but which sequence keeps the portfolio lettable while the thresholds move. That is an arbitration built on measurement, and it is where a collective energy assessment earns its cost.

Renovation carbon is now counted, not assumed.

Life-cycle assessment on a renovation frequently reverses intuitions: a deep retrofit with heavy embodied carbon can, over the horizon considered, perform worse than a lighter intervention repeated later. The point of the model is to make that visible before the works package is committed, not to justify it afterwards.

Heat pumps and tender criteria.

Two operational subjects recur. Heat pump installations across an estate generate the largest share of neighbour noise complaints we see, and the applicable acoustic rules are measured on emergence, not on equipment datasheets. And where a landlord writes a biodiversity criterion into a public tender, it has to be verifiable by a third party to survive challenge — which is a different exercise from writing an ambition into a specification.
