Context
Three regulatory streams, one industrial site.
An industrial operator in France is usually addressing climate disclosure under ESRS E1, classified-installation obligations on the site itself, and the DDADUE energy audit — three streams with different deadlines, different authorities and, too often, three separate consultants producing three incompatible datasets.
Consolidating them is not an administrative convenience. Group-level climate disclosure has to be traceable to site-level measurement, and an audit finding that contradicts a published figure is a reporting problem, not just a technical one.
Site
What the neighbours and the prefecture measure.
Acoustic limits for classified sites are expressed as measured emergence at the property boundary, day and night. They are enforced on complaint, which means the first time many operators encounter them is after a neighbour has written to the prefecture — at which point the options are expensive and the timetable is not theirs.
Where the site holds ecological value, or an extension touches it, the ecological expertise required for the authorisation follows the same four-season calendar as any other project.
Decarbonisation
An audit is only useful if it produces decisions.
The DDADUE audit is a legal obligation, but its content is a decarbonisation roadmap if it is built as one: measured baseline, ranked actions, and a payback calculation the finance team can act on. Certified energy management under ISO 50001 exempts a site from the audit obligation and, more usefully, embeds the process rather than repeating it every four years.
