Provence-Alpes-Côte d'Azur is our home region: the group's head office has been in Aix-en-Provence since 2009. RE2020 thermal and MEP building services engineering, environmental consulting (BDM, QDM, HQE Bâtiment Durable, BREEAM, NF Habitat), ecological surveys, court-admissible measurements and independent third-party biodiversity certification. Teams mobilised on Aix-en-Provence, Marseille, Nice, Toulon, Avignon, Cannes and across all six départements.

The only region where the group has a physical location.

The registered office of NORMAXIS and its subsidiaries is located at 10 rue du Lieutenant Parayre, Espace Wagner, in Aix-en-Provence. It is from here that all our assignments are run, in PACA as across the rest of the country. Within the region, this proximity translates into short response times and direct knowledge of local stakeholders: public clients, developers, social landlords, permitting authorities and technical inspection bodies.

The six départements cover highly contrasting situations, from the dense Mediterranean coastline to the Southern Alps. This range calls for distinct technical answers: critical summer comfort and land pressure along the coastal strip, altitude and seasonality constraints in the Hautes-Alpes and the Alpes-de-Haute-Provence, industrial and port challenges on the Étang de Berre and Fos-sur-Mer.

The region has its own environmental evaluation framework, the Bâtiments Durables Méditerranéens process, whose files we carry from the application phase through to the awarding commission.

BDM and QDM, the Mediterranean reference grid.

The BDM (Bâtiments Durables Méditerranéens) process, run by the EnvirobatBDM association, is the environmental evaluation framework specific to the Mediterranean arc. Its distinctive feature lies in its evaluation method: the project is presented before a panel of experts at each phase, design then construction then use, rather than audited on paper solely at the end of the operation. This dialogue-based logic requires a different preparation from that of conventional frameworks.

  • BDM Building, four levels (Cap, Bronze, Silver, Gold), assessed on themes covering territory and site, materials, energy, water, comfort and health, social and economic.
  • QDM Neighbourhood, the variant at the scale of development operations, ZACs and eco-districts.
  • Articulation with HQE, BREEAM and NF Habitat, combinable in cumulation; we arbitrate the combination depending on the programme and the target investor.

Our consultants prepare the commission reviews and steer the file throughout its duration, including the use phase, which is often underestimated at the moment of commitment.

Our sole registered office is in Aix-en-Provence, Espace Wagner, 10 rue du Lieutenant Parayre (13290). The group's three subsidiaries, ARKEMEP, ARKENOR and IRICE, are domiciled there. We do not have a secondary agency: our teams travel from Aix across the whole region, generally within 24 to 48 hours. This organisation lets us keep our technical competences gathered in one place, which matters particularly on projects that mobilise several disciplines in parallel.
BDM does not work through a documentary audit but through presentation of the project before a panel of experts, at three moments: design, construction, then use. The level (Cap, Bronze, Silver, Gold) is awarded by this panel after an adversarial exchange. The practical consequence is that you have to prepare an argument, not merely assemble a file of evidence, and that the use phase commits the client well after handover. It is a point best factored in at the moment of commitment.
On the coast, in climate zone H3, yes: the RE2020 discomfort degree-hours indicator is most often the first threshold to block, ahead of the bioclimatic need or carbon indicators. It is addressed through design (compactness, orientation, solar shading, thermal inertia, night-time over-ventilation) and not through air conditioning, which degrades the other indicators. That is why we run a dynamic thermal simulation from the sketch stage on Mediterranean projects, while the trade-offs are still open.
PACA concentrates one of the richest biodiversities in mainland France: limestone massifs and garrigues, Camargue wetlands, coastal environments and Posidonia meadows, Alpine ecosystems. The Natura 2000 network is dense there and protected species are numerous, which makes the avoid-reduce-offset sequence decisive for project feasibility. Surveys must cover a full biological cycle aligned with the Mediterranean calendar. Wildfire risk also constitutes a development constraint in its own right.
