Île-de-France concentrates the largest office stock in Europe and, with it, the greatest exposure to the tertiary energy-reduction decree (éco-énergie tertiaire). For an Île-de-France owner, the consumption-reduction trajectory and the annual declaration on the OPERAT platform are not one compliance matter among others: they are the leading risk factor on asset value, with deadlines that are now close at hand.

The region's second defining feature is density. It constrains everything: site access, the siting of technical equipment, exposure to noise from infrastructure and airport platforms, the intensity of the urban heat island, and the land available for ecological offsetting. Île-de-France operations are rarely limited by technical factors; they are limited by space and by the schedule.

As in Auvergne-Rhône-Alpes, the region has no dedicated regional environmental-assessment scheme: projects are structured around BREEAM, HQE Bâtiment Durable and NF Habitat, with a weighting towards BREEAM more pronounced than elsewhere, tied to the internationalisation of investors.

The tertiary energy-reduction decree (éco-énergie tertiaire) applies to buildings hosting tertiary activities over a floor area of at least 1,000 m². It imposes a final-energy consumption-reduction trajectory and an annual data declaration on ADEME's OPERAT platform. In Île-de-France, it concerns a considerable share of the stock and weighs directly on the rental and market value of the assets.

  • Choice of method, a reduction in relative terms against a reference year, or reaching a consumption level in absolute terms. The trade-off is made on the building's real data and is not neutral: it determines the effort required over the whole period.
  • Data reliability, often the weak point of these files, between incomplete meters, poorly defined perimeters and inadequately justified reference years.
  • BACS decree, the obligation to equip tertiary buildings with a building automation and control system, complementary and to be handled jointly.

Frequently asked questions about our work in Île-de-France.

No. Our single head office is in Aix-en-Provence (Espace Wagner) and we have no Paris office. Our teams travel as the project requires. We say so plainly rather than displaying a token address: on study, consulting and certification assignments, the value lies in the competence mobilised and the continuity of the team, not in geographical proximity. For assignments involving frequent visits, such as weekly site supervision, we state this from the proposal stage and either adapt the arrangement or advise against it.
The scheme targets buildings, parts of buildings or groups of buildings hosting tertiary activities over a floor area greater than or equal to 1,000 m². The threshold is assessed on the cumulative total of tertiary floor areas, which covers some counter-intuitive situations, notably mixed-use complexes and multi-occupant sites. That is precisely where errors of assessment arise. The first step of our assignment is to qualify liability and delimit the declaration perimeter, before any OPERAT declaration.
If the asset is intended for an institutional investor or an international occupier, BREEAM prevails in practice, because it is part of the vocabulary of the transaction and of valuation. HQE Bâtiment Durable remains more relevant for public procurement and for programmes where the health, comfort and quality-of-use aspects take priority. Combining the two is possible and is seen on prime assets, but it doubles part of the burden of proof: it must be decided at the outset, not added during design.
Yes, and it is often discovered too late. Buildings shelter protected species, nesting birds and bats in particular, whose presence makes a derogation file mandatory before works, including in major refurbishment. Urban brownfield sites also host fauna and flora that are sometimes of heritage value. The difficulty specific to Île-de-France is offsetting: available offset land is scarce and expensive, which makes avoidance and reduction far more economical than compensation, provided they are addressed early.
We work on the related real-estate and urban-development operations, those developing around the new stations: mixed-use programmes, offices, housing, public facilities. Our scope there is building and environmental engineering, thermal and MEP studies, acoustics, certification consulting, ecological expertise and the ERC sequence, and not the transport infrastructure itself. On these operations, noise exposure and the constraints of building on a tight site are the two points to address as early as possible.
