Context

School renovation is a summer-window discipline.

A school can only be worked on for a few weeks a year. Every technical decision is therefore made against a calendar that does not move: what cannot be finished by the start of term has to wait twelve months, and a phasing error costs a full year of programme rather than a few weeks.

This is why we front-load diagnosis in this sector. Knowing the actual state of the envelope, the ventilation and the heating system before the summer, rather than discovering it once the site is open, is what makes the window sufficient.

Regulation

Comfort in classrooms is measurable, and increasingly measured.

RE2020 for schools sets requirements including summer comfort, which is the parameter that has changed most: classrooms occupied in June under a warming climate now fail comfort thresholds that older buildings were never designed against.

Indoor air quality in schools is subject to its own monitoring obligations, and acoustic performance conditions how well pupils hear a teacher — a measurable educational outcome, not a comfort nicety. Where the local authority owns a large estate, the tertiary decree applies across it and makes the renovation sequence a portfolio question.

One further constraint is specific to public ownership: from 2026, environmental considerations must appear in the award criteria of public contracts. A renovation programme therefore has to express its ambition in terms a tender can score and a losing bidder cannot successfully challenge — which is a drafting exercise as much as a technical one, and it is easier when the performance targets were measured rather than asserted.
