Two periods
A measurable decade, then a definitional one.
The first period runs to 2031 and is straightforward to audit: land consumption is halved against the 2011-2021 decade. Regions hold a quantified envelope, and they distribute it downwards. A project competes for a share of a finite quantity, which is a different situation from arguing that it is well designed.
The second period, to 2050, targets no net artificialisation, net, meaning that newly artificialised land must be balanced by land returned to a natural state. That introduces renaturation as an accounting instrument, and with it the question of what counts as restored.
Planning
The envelope is allocated before your project exists.
Because the budget descends through planning documents on their own revision cycles, a project's room for manoeuvre is often fixed years before it is conceived. Checking what the applicable documents already allocate, and when they are next revised, is the first question on any site, well before design.
Where a project genuinely serves a national interest, a separate accounting route exists, but it is narrow and does not exempt from the rest of the environmental file.
Measurement
What counts as consumed is a technical question.
Land consumption is measured from land-cover data, and the boundary between consumed and not consumed falls in places that surprise developers: an access track, a retention basin, a photovoltaic ground installation. Each has been the subject of interpretation, and the answers have moved as guidance has been published.
For a project this means the arithmetic should be checked against current guidance rather than against what was true at the previous planning revision. A scheme sized on an outdated interpretation can find itself over the envelope without having changed.
