Definition
Restoring land is not landscaping it.
Renaturation, in the land-take accounting sense, means returning artificialised land to a state where soil function is restored, infiltration, biological activity, carbon storage. Planting grass over compacted subsoil does not achieve it, and does not count.
This makes renaturation a soil engineering discipline before it is a planting one: decompaction, removal of impermeable layers, reconstitution of a soil profile, and time. The results are measured, and the measurement is what makes the operation countable against the balance.
Practice
Where it is done matters as much as whether.
Restoring soil in a location with no ecological function to reconnect delivers little. Renaturation that reopens a corridor of the green and blue network, or that extends an existing natural area, produces a gain that is both ecologically real and defensible in a file.
It should not be confused with ecological offsetting, which answers a different obligation with its own equivalence and duration tests. A project can owe both, and satisfying one does not discharge the other.

Restored soil is demonstrated, not declared.
Because renaturation counts against a national balance, what is claimed has to be verifiable: soil profile, infiltration capacity, biological activity, measured before and after and then monitored. An operation described in a commitment but never measured cannot be counted, and increasingly is not.
Monitoring over years also means someone must hold the obligation over years, which is a tenure and funding question as much as an ecological one, the same difficulty that makes ecological offsetting hard to deliver.
