End-to-end environmental project management
On an estate, environmental steering is not a one-off file: surveys, the Avoid-Reduce-Offset sequence, regulatory files, ongoing monitoring. ARKENOR provides this project management continuously, keeping coherence from one operation to the next.
Project management is advisory and expertise; any certification of an operation is a separate matter for IRICE. This distinction ensures the support stays in the client's service, without confusion with the independent-evaluator role.

Role
Someone has to hold the environmental thread across a programme.
An estate renovation programme runs several environmental obligations at once, on different timetables, with different consultants: energy trajectory, carbon, acoustics, ecology on the sites concerned, and increasingly reporting. Environmental project management exists to keep them coherent, so that a decision taken for one does not quietly break another.
The recurring failure without it is duplication: three studies measuring the same building for three obligations, producing three figures that do not reconcile. That is expensive twice, once in fees and once in credibility.
Scope
Advisory, and deliberately not certifying.
The role covers programming, specification, consultant selection, review of deliverables and verification that commitments are actually delivered on site. It does not include certifying the result: where third-party verification is needed it comes from a separate accredited entity, for the reasons the directive on environmental claims now makes legal rather than cultural.
On estates with ecological stakes, the role extends to site supervision, which is where authorisation commitments are either kept or lost.
