Noise compliance for classified industrial sites

Context
Emergence, not absolute level, is what is enforced.
French rules for classified industrial installations do not set an absolute noise ceiling. They limit emergence — the difference between ambient noise with the site running and without it — measured at the property boundary and at neighbouring dwellings, with a stricter limit at night. Two sites emitting the same level can therefore be one compliant and one not, depending on how quiet their surroundings are.
This is the point most often misunderstood by operators arriving from other regulatory traditions, and it has a practical consequence: a site that was compliant when built can become non-compliant because housing was built nearby, or because a neighbouring industrial user closed and the background level fell.
Practice
Enforcement is complaint-driven, which sets the timetable.
Compliance is generally verified after a complaint reaches the prefecture. At that point the operator is on a timetable it does not control, and the corrective options — screening, enclosure, plant replacement, operating restrictions — are the expensive ones. A propagation model built before commissioning costs a fraction of that and identifies which sources actually matter, which is rarely the ones that sound loudest on site.
Where the site is being extended or authorised, the acoustic study forms part of the impact assessment and is read alongside it.
Documentation is what survives a dispute. An emergence measurement is only usable if the conditions under which it was taken are recorded: date, meteorology, plant configuration, background level with the site stopped. A measurement without that record can be contested, and usually is. This is the same discipline that makes an environmental claim defensible, and the reason verification and design are kept in separate hands.
