A nursing home is occupied twenty-four hours a day by residents who are, by definition, more vulnerable to heat, to poor air quality and to noise than the general population. Comfort criteria that are advisory elsewhere become operational requirements here, and heatwave performance in particular has moved from a design preference to a duty of care.
Summer comfort is therefore the parameter we model first. A building that overheats is not merely uncomfortable for this population; it generates a clinical response and, increasingly, regulatory attention.
Regulation
RE2020, the tertiary decree, and air quality.
New facilities fall under RE2020, whose summer comfort indicator is demanding for continuously occupied buildings. Existing facilities above the size threshold fall under the tertiary decree, with an annual OPERAT filing and a measured reduction trajectory.
Ventilation performance carries a double role: energy on one side, indoor air quality on the other, and the two pull in opposite directions unless the system is designed and then verified by measurement rather than assumed from the specification.
Heatwave resilience deserves separate treatment. A facility that meets the summer comfort indicator on the calculation can still overheat in use, because the indicator models a reference year rather than an extreme one. Testing the building against a heatwave scenario, and knowing which rooms fail first, turns an abstract compliance result into an operational plan the management team can act on.
