Certification is issued by IRICE as an accredited independent third party under ISO/IEC 17065. It engages the responsibility of an accredited body and is opposable, never coupled with the group's advisory work.
Accreditation
What makes a certificate different from an opinion.
IRICE is a certification body accredited by Cofrac under ISO/IEC 17065, accreditation number 5-0655. Accreditation means the certifier is itself audited, periodically, on its impartiality, its competence and the consistency of its decisions. It is the mechanism that allows a third party to rely on a certificate it did not commission.
This is the distinction that matters most to an international reader. A consultant's report states an opinion; an accredited certificate states a decision taken under a scheme, by a body whose right to take it is externally verified.
Separation
Assessment and design are held apart, structurally.
The group holds engineering activities and certification activities in separate legal entities. Assessment and decision are also separated inside the certification body itself, which is a requirement of the standard rather than a policy choice.
The practical consequence for a client is that the group cannot both design a project and certify it in a way that would compromise impartiality, and that this constraint is auditable rather than promised.
Schemes
What is certified, and against what.
Certification is issued against a published scheme whose requirements exist before any project applies, and which the certification body does not itself write. That separation, between the party that sets the requirements and the party that assesses against them, is as important as the separation between assessing and designing.
It is what allows a certificate to mean the same thing on two different projects, and what makes a comparison between them legitimate.
