Principle

The regulation is expressed in measured values.

French acoustic regulation for dwellings and several other building types sets performance measured on the finished building, insulation between units, against external noise, from equipment, and reverberation in common areas. The design calculation is a prediction; the acceptance measurement is the verdict.

The gap between the two is where problems live. It comes from execution details rather than from the specification: a rigid connection, a penetration sealed incorrectly, a floating floor bridged at one point. Any of these can cost several decibels.

Delivery

Verify during works, not at handover.

Acoustic performance is the property that is cheapest to correct while the structure is open and most expensive once finishes are in place. Spot measurements at the right moments, before the floating floor is covered, before the ceilings close, catch execution defects when correction is still trivial.

Equipment noise deserves separate treatment. Heat pumps, ventilation plant and lifts generate the largest share of post-delivery complaints, and the applicable rules are based on measured emergence, not on equipment datasheets.
