Secure a permit with the Avoid-Reduce-Offset sequence

ARKENOR carries out field surveys and structures the ARO sequence for a defensible file. An ecological-expertise and environmental-advisory assignment.

A defensible ARO file to secure the permit

The biodiversity side of a permit is secured through ecological surveys carried out at the right seasons and a documented Avoid-Reduce-Offset sequence. An incomplete or badly-timed file leads to refusal or delay. ARKENOR runs the field surveys and structures the ARO sequence in line with the regulatory framework.

ARKENOR produces the file as an expert and advisor; it does not certify it. The value lies in the robustness of the surveys and the traceability of the choices, which make the file defensible before the environmental authority.

FAQ

Frequently asked questions

Through ecological surveys at the right seasons and a documented Avoid-Reduce-Offset sequence, compliant with the regulatory framework. ARKENOR produces the file; it does not certify it.
Surveys must cover the biological cycles of the groups studied; the field campaign is timed to the relevant seasons.

Risk

The permit is granted, and then challenged.

For a developer the ecological risk is rarely refusal. It is annulment: a permit granted, works started, and an appeal that succeeds because the environmental file could not support its conclusions. The financial exposure at that point is the whole operation.

The ground for such appeals is almost always the same, survey effort insufficient to exclude what the file says is absent, or an avoid-reduce-offset sequence that jumps to compensation without demonstrating avoidance.

Defence

Build the file to be read by an opponent.

A defensible file records what was surveyed, when, by whom, under which protocol, and what it did not cover. It documents design alternatives that were examined and rejected, with reasons and dates. None of that can be reconstructed after an appeal is filed, it exists or it does not.

The most effective single measure remains early survey commissioning. It allows avoidance to be real rather than asserted, and avoidance is both the cheapest response to an impact and the hardest to attack.
