Why four seasons
A species you did not look for is a species you did not find.
Ecological surveys in France are expected to cover a full annual cycle. The reason is not administrative thoroughness: species are detectable at different moments. Amphibians are found at breeding sites in late winter and early spring, migratory birds on passage, bats when they emerge, flora when it flowers. A single campaign, whatever its quality, sees a fraction of what is present.
The consequence for a project is procedural rather than scientific. A file built on partial surveys can be contested, by the environmental authority, by an association, or in court, years after the permit was granted and sometimes after works have begun. Redoing surveys at that stage means waiting for the seasons to come round again, which is the most expensive delay in the whole sequence.
Planning
Twelve to eighteen months before the application.
Because the calendar cannot be compressed, survey commissioning is the earliest decision on a project's environmental timeline, not one of the last. Starting twelve to eighteen months before the permit application is the minimum; on sites with known ecological value, more.
Early surveys also change the design rather than merely documenting it. Constraints identified while the layout is still open become structuring elements, a retained hedgerow, a relocated access, a shifted footprint, and each of those avoids a compensation obligation later.
Evidence
What makes a survey defensible.
A survey is judged on its method as much as on its findings: dates and weather of each campaign, protocols applied, effort per group, qualifications of the observers, and the limits the author acknowledges. Files that state conclusions without that apparatus are the easiest to contest, because the contesting party only has to ask what was not looked for.
Acknowledged limits are a strength, not a weakness. A study that says which group was under-sampled and why is more credible than one that implies exhaustivity, and it is far harder to attack in an appeal.
