The test
Equivalent, additional, durable, and located.
Ecological offsetting is not a payment. It is an obligation to restore or create ecological function equivalent to what was lost, in a place where that function makes sense, and to keep it in place for as long as the impact lasts. Each of those words is examined: equivalence of habitat and species, additionality, the gain would not have happened anyway, duration, and geographic proximity.
Additionality is where files most often fail. Committing to protect land that was already protected, or to manage a site that was already managed for nature, adds nothing and is refused. The offset has to change something that would otherwise not have changed.
Duration
A thirty-year commitment needs a thirty-year holder.
An offset that lasts as long as the impact means securing land tenure and management funding over decades, which is a legal and financial arrangement as much as an ecological one. Projects that treat it as a works package discover the difficulty at the point where the authority asks who will hold the obligation in year twenty.
Monitoring is part of the commitment. Results have to be measured against defined indicators and reported, which means the indicators must be chosen so that they can actually be measured, a constraint that shapes the offset design from the start.
Cost
Why offsetting is a programme line, not a contingency.
Because compensation must be equivalent, additional and durable, its cost is driven by land access and long-term management rather than by works. Securing tenure over decades, funding management, and reporting on indicators are recurring commitments that outlive the construction contract and belong in the project's financial model from the outset.
Projects that discover this late face the worst version of it: buying scarce land under time pressure, at the point where the authorisation is conditional on producing it.
