Two distinct domains. In low frequencies (50 Hz), the electric field in kV/m and the magnetic field in µT, associated with distribution networks, transformer substations, rising mains and internal installations. In radiofrequencies, from 9 kHz to 300 GHz, the electric field in V/m, associated with telecommunications transmitters. Each domain has its own protocol and calibrated equipment.
The reference levels come from European recommendation 1999/519/EC, transposed by decree no. 2002-775: 5 kV/m and 100 µT at 50 Hz, and 28 to 61 V/m in radiofrequencies depending on the band. Certification frameworks value more demanding thresholds: 5 V/m and 0.4 µT, then an enhanced tier at 1.5 V/m and 0.2 µT.
No, it is not a general building requirement. It comes into play as an item of evidence within certification frameworks, notably HQE Bâtiment Durable ("electromagnetic waves" theme, formerly target 12) and NF Habitat HQE, where it is a value-adding criterion rather than an absolute prerequisite.
