Purpose
The declaration is what makes the trajectory enforceable.
OPERAT is the national platform on which owners and occupiers declare the annual energy consumption of tertiary buildings above the size threshold. Without it the reduction trajectory would be an intention; with it, performance is public, comparable and dated.
The declaration is annual and cumulative. Each year builds a series, and it is the series, not any single year, that demonstrates compliance or its absence.
Practice
Most of the difficulty is data, not filing.
The recurring problems are mundane and expensive: meters that measure several buildings at once, consumption split between owner and tenants with no sub-metering, changes of occupier mid-year, and a declared reference year whose supporting data has since been lost. None of these are solved on the platform; they are solved by metering and record-keeping decided earlier.
Where the trajectory turns out to be unreachable for reasons inherent to the activity or to disproportionate cost, a modulation can be substantiated, but it is built from the same data, so poor records close that route too.
Reuse
The same series answers several obligations.
The consumption series built for OPERAT is also what climate disclosure needs, what an energy audit starts from, and what a modulation file rests on. Owners who treat the declaration as an isolated compliance chore rebuild the same data three times for three purposes.
Setting up metering and record-keeping once, with those uses in mind, is the cheapest decision available, and it is taken at the start, not at the deadline.
